Group Captain Srinivasa Rao Chinni (12344) Lgs was commissioned on 27 Jun 1970 in the Logistics Branch of the IAF. He is currently commanding an Equipment Depot.

As an Inspector in Directorate of Maintenance Inspection (DMI), his study on Inventory Management of MiG-21 fleet resulted in reduced holding at operational units without affecting serviceability. It also generated utilisation of non-moving inventory, bringing savings in procurements and inventory carrying costs. At College of Defence Management (CDM), he excelled in teaching Operational Research and Project Management to Senior Defence Officers. His efforts in getting a memorandum signed with All India Management Association (AIMA) and Osmania University granting recognition and award of Postgraduate Degree is noteworthy and commendable. During Kargil operations, his meticulous planning and distribution management ensured smooth and effective logistics support to all dependent bases, which enabled the IAF to achieve its operational targets.

On taking over Command of 29 Equipment Depot, Gp Capt Chinni faced the challenge to support overhaul of 12 AN-32 aircraft (ac) as against 06 ac in the previous years' task. By foresight and timely procurement, he ensured achievement of 100% task. His co-ordinated procurement of indigenous spares worth Rs seven crores from vendors all over India resulted in saving of valuable foreign exchange. He also designed a software programme to monitor critical spares, which was effectively used to meet the unforeseen increase in overhaul of R-29 engines.

In 32 years of service Gp Capt Chinni with his deep commitment, leadership quality and professional knowledge, has been able to develop an enthusiastic work force capable of achieving results even in adverse circumstances.

For distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Gp Capt Srinivasa Rao Chinni.

Group Captain Vijay Kumar Kapur (13410) Logistics was commissioned on 14 Jul 1973 in the Logistics Branch of the IAF. In over 30 years of distinguished service, he has held important field and staff appointments, which include Chief Logistics Officer at Base Repair Depot, CLMO at Maintenance Command and Joint Director POL at Air HQ. He was also associated with establishment of logistics facilities for the units located in remote areas. He has been commended by the CAS and AOC-in-C. Presently he is Commanding Officer of an Equipment Depot (ED). As Commanding Officer of the Equipment Depot, Gp Capt Kapur supported the largest overhaul and maintenance Base of the IAF Since taking over command on 02 Sep 2002, he was actively engaged in extensive planning and timely procurement of all mandatory and critical non-mandatory spares so as to meet production targets of overhaul of AN-32 aircraft, repair of R-29 engines, Viper engines and M-53-P-2 engines of Mirage aircraft. Non moving inventory worth of Rs 288.32 Crore has also been correctly identified/utilized under his command.

With his personal vision and commitment, Gp Capt Kapur has been able to bring in attitudinal change in the personnel under his command. With his exceptional leadership qualities, he has been able to motivate and get all his personnel to work collectively, which has resulted in proactive Logistics support not only to both the major Repair Depots but also to all dependent operating units in the field.

For his distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Vijay Kumar Kapur.

Group Captain Yugal Kishore Negi (15351) Lgs was commissioned on 08 Jun 78. He has varied experience in the field of logistics and has been excelling in all aspects of his profession as well as administration. He has held several important appointments which include Chief Logistics Officer (CLO) of two premier Base Repair Depots (BRD), Senior Logistics Officer of a flying base, Asst Dir Purchase, Dy Chief Examiner at GEB, OC of MC/MF Dett and SO to AOC-in-C, MC, IAF. Ever since taking over the command of Equipment Depot in Kanpur, the officer due to his dynamic vision and forward planning has been actively engaged in extensive planning and timely procurement to meet the production targets of the BRDs.

The officer has demonstrated outstanding managerial qualities and vision in steering the multifarious logistics activities during his CLO tenures. The BRDs were able to achieve their task in desired time frame due to his foresightedness, and ability to maintain uninterrupted supply of spares on account of timely periodical reviews and their constant monitoring. His dedicated contributions helped to synergise the various techno-logistics activities of the depot, and his invaluable contributions in all spheres helped 11 BRD in achieving the 'Best BRD Trophy' for two consecutive years. Besides, the overall satisfaction level of demands of field units enhanced manifold.

With his exceptional leadership qualities, as CO of Equipment Depot he has been able to motivate and get all his personnel to work towards his vision, which has resulted in proactive logistics support. Non-moving inventory worth Rs. 288.32 crores was gainfully identified and utilised during his tenure. In addition, a saving of Rs. 12,21,465/- accrued to the state on account of effective utilisation of his knowledge on purchase matters. The depot under his able leadership was awarded the "Best ED" trophy for the year 2005. The officer is socially and militarily impeccable. He positively bonds the work environment and the air-warrior fabric.

For his outstanding professional acumen, exemplary dynamism, dedication and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Yugal Kishore Negi.
